After spending a lot of time clearing out an Ocean Monument to build a Guardian farm, we discovered that Guardians are NOT spawning in the farm (in tanks of water) but other mobs (ex. Skeletons and Spiders) are spawning. I had read somewhere that only Guardians should spawn within the boundaries of the Ocean Monument. Can someone please look into this?

I can confirm that normal hostile mobs such as creepers and zombies can spawn within the boundary of the ocean monument.
I included a screenshot of a halfway drained ocean monument with a roof of solid blocks. You can see some creepers on there.

Yes you are correct, however drowned can spawn there. The only thing I could think of is that your out off the range of the temple or the mobs are wandering in to the farm.
