[MCPE-50818] cave spider spawner

when a cave spider spawner is spawning in spiders it sometimes tries to spawns spider jockey causing a skeleton to spawn but not on the spider

This is happening on my realm (xbox/pc), so I suspect it's still an issue. Screenshot provided.

Can confirm this is still an issue in v1.16.210 (Both XBox and PC Bedrock Edition)
