Haste 1 Doesn't Instantly Mine Terracotta

Summary:
Haste I paired with an Efficiency V pickaxe cannot instantly mine Terracotta like in Java Edition. Haste II does allow for it.

Steps to Reproduce:

  1. Place down some terracotta

  2. Enchant a diamond or netherite pickaxe with Efficiency V

  3. Give yourself Haste I

  4. Switch to Survival mode

  5. Mine the terracotta with the pickaxe

Observed Results:
The terracotta is mined at normal speed.

Expected Results:
The terracotta should be instantly mined.

Issue still occurs in 1.16.0.66.

The reason haste 1 does not instantly mine terracotta is that haste 1 does nothing at all (MCPE-102237). This is the case whether you use a beacon to get haste, or use /effect @s haste 1000 0 true.

Based on MCPE-50590 it looks like every level of haste used to function as if it were 1 level lower, but the fix to MCPE-50590 only affected haste 2 and higher, and haste 1 was left out. So haste 1 still functions as haste 0, which is nothing.

We are going to track this issue as part of MCPE-102237 going forward, so I am resolving this report as a duplicate.
