Turtles don't breed, they don't lay eggs.

Turtles will lay eggs if from where they first spawned.

Have the turtles definitely been allowed to return from the place where they were born or were spawned?

1.14.0, Win10: Pregnant turtles are not laying eggs anymore. This is in a synthetic beach where all  the turtles were created from silk touch transplanted eggs. Worked in last version.

Update: After about 5 in-game hours, an egg appeared in my habitat! Seems like a bug when it used to be 1-10 minutes.
