I believe the smaller hitbox is intentional, simply because they are in a "crawling" position and have less space to be hit, if your referring to the front at least. However, I saw that there hitboxes are disjointed from their mesh (hitbox is a little bit higher than the mesh.) Is that what you are referencing? If not please tell me more details. At first, I thought it was a problem that the drowned did not swim like that (on the Java edition, they swim differently). I think that because of that, the hitbox is small and it is very difficult to touch them. I think the java animation is better done (it's easier to touch them and see the whole body). The animation on the bedrock is very buggy and swims very slowly.
