Putting the max number of seconds on an effect makes the effect last to max time but going over that should cause the effect to be infinite, right? It doesn't.
When you put in "/effect @s slow_falling 99999999 1 false" it will give you slow falling for that time but when you go over it to get infinite, it still gives you max not infinite.
I expect it to give an infinite effect.

This is indeed still an issue.
Steps to Reproduce:
give the player an effect lasting at, or over the maximum time
/effect @s speed 2147483648 2
Observed Results:
The effect does not get applied if above the max time, or is set to the maximum time if specified time is 2147483647.
Expected Results:
The effect should be given, and not have a time limit, but still be removable by standard means.
