Sticky piston does not stick when is moved by another piston.

This is definitely intentional. Sticky pistons can pull blocks, but they are otherwise the same as normal pistons.
Can a developer mark this "Works as Intended"?

That is an intended feature. a sticky piston cannot act as a one sided slime block. It cannot carry blocks with it on the sticky surface (or any surface) as it is pushed
