Bubbling water texture not rendered in front of glass blocks

Since updating to v1.13.0 we have been seeing problems with the rendering of water with bubbles (from soul sand or magma blocks) when viewed with glass blocks behind. Normal water renders as expected, and bubbling water in front of solid blocks renders as well, but in front of glass, all colour is missing.

In the screenshot attached I have two identical columns of water, except the one on the right has soul sand at the bottom to create an elevator.

We've tested this on Windows 10, Android, Switch and Xbox One versions - all behave identically.
