Placing a sponge, setting it on fire on any side, then placing water on the fire will create a ghost water block for the client. Re-entering the world or pressing the "use" button on the space (even with a bucket) will make it disappear.
Mobs are unaffected by it and although the client player can swim in it, no drowning damage or bubbles appear in survival mode.

Any block that water can destroy (tallgrass, dandelion, redstone, lily pad, sapling, snow layer, etc.) can be used instead of fire.

Please be careful choosing the Affected Versions when creating a report. You cannot have tested it in version 1.13.2 because that was released only for iOS devices.
Confirmed in 1.13.1 on Windows 10 using the steps given in the description.
