Spent 5 hours fishing for mending book is there a bug fishing in survival no longer gives books of mending wtf

No but it takes forever, I have a max enchant fishing rod and it took me about 13 hours to get 1 mending book. Just be patient, it's random drops so there's never a guarantee.

I fished out a mending book with looting II and efficiency IV using a luck of the sea III rod so it should be functional

Cannot reproduce, I have gotten multiple mending books by fishing.
