Same problem for me, but on the 1.16 beta... And yeah, I got the problem on the new worlds I'm generating.
Iām still playing on the newest beta and I looked on the wiki, apparently they have changed the chances of finding beehives and they are lower. I have only found one out of looking through 10 plains and 2 flower forests and so many birch forests I even tried using saplings next to flowers to get them to spawn (this was a Java only feature but on the wiki it says this is possible using 1.16) I accidentally destroyed the hive without my silk touch pick axe which makes it worse.
@unknown: Just in case you weren't aware of this, you aren't going to find any bees in chunks that were generated before the Buzzy Bees release (1.14). Bees are generated as part of bee nest generation, and bee nests are generated as part of world generation for those biomes, so any previously generated chunks won't have them. The sapling next to a flower logic was probably added so that you don't have to travel thousands of blocks to get to bees in old Java worlds. Let's hope it's added to Bedrock soon!

Are you looking in a freshly generated part of the world?
Bees do not spawn randomly in the world the way most mobs do. They only spawn inside bee nests, and bee nests only spawn during world generation. Therefore, you will not find bees or nests in chunks that were generated before 1.14.
