Repeaters activate 2 gameticks too early

Repeaters, comparators, and redstone torches activate 2 gameticks too early, as shown below.

the second picture is what is supposed to happen when the first picture gets activated, however about 50% of the time, when the first picture gets activated, the third picture is the result. I believe this is not intended behavior for redstone repeaters, as they are supposed to have a 2 game tick delay.

I have changed it to provide better reproduction steps, however, I do not know what is causing the issue, all I know is that it happens.
