Renaming or combining cost on enchanted items are multiplied several times and causes everythimg to be displayed as Too Expensive in survival and cause combining 2 items to cost over a hundred levels in creative.
This problem first appeared on my realm and I assumed it was a realms problem. However, when I download the world and tried to combine 2 sharpness 1 swords it kept on displaying as too expensive
I then changed the world to creative and found that it cost me 100 over levels to combine

Yeah, I had the same problem. For example, on my realm, I had diamond pants with protection IV on them and that's all. when I wanted to enchant anything or fix it with diamonds, it always said 'Too Expensive'. So if I ever want to enchant anything I have to cheat and go into creative, which I don't like to do..
