SUMMARY:
After configuring a Resource Pack under Global Resources, then exiting and restarting the game, the settings are not retained.
STEPS TO REPRODUCE:
Download and Activate the VanillaBDcraft Resource pack.
Under Global Resources, configure the resource pack to load at less-than-default resolution.
Exit settings.
Start playing a world to verify that the resource pack loads.
Exit the game (I use the (X) button and find the "Quit" option in the game's context menu)
Start the game up and verify whether the settings were saved.

Steps to Reproduce:
1. Go to [Settings]
2. Under Settings, go to [Global Resources]
3. Expand the [MY PACKS] section
4. Select and [Activate] a custom pack
   * I am using the VanillaBDcraft HD pack
    and the VanillaBDcraft HD UI pack
5. Start playing a world to verify that the resource pack loads.
6. Select [Save & Quit] from the game menu
7. Shut down the game
   * I use the XBOX controller's main white (X) button,
    scroll down and highlight the Minecraft entry,
    press the menu (≡) button, and
    select the "Quit" option in the game's context menu.
8. Start the game up again
9. Go to [Settings]
10. Under Settings, go to [Global Resources]
11. Verify whether the settings were retained

The custom pack settings are NOT retained.
Expected Results:
The custom pack settings should persist between game sessions.
