My husband and I are playing split screen in a world on his profile. He will turn his controller off to take a break while I keep playing. Since the latest update, when his controller is off, I will no longer be able to move, look, or jump with mine until his controller is turned on again. I can still open inventory, crouch, access Minecraft menu, use home button. The joysticks will work in the home menu. When his controller is turned back on both characters will spin out of control until the joystick on both is bumped.
I have tried:
*Restarting Xbox One
*Restarting Minecraft
*Checking for updates
*Updating controller firmware
*Switching battery type in controller (from rechargeable to regular then back)
*Assigning a profile to my controllers
*Using USB on affected controller

I just experienced this issue myself while playing. Go into the control settings. It seems that when the main controller disconnects the sensitivity is reset to 0 despite it showing the old setting. Tick the sensitivity by 1 point and it should update it back to normal.

Repro device: First Gen Xbox One
OS build: 10.0.18363.9124 (19h1_release_dev_2002.200128-2000)
Minecraft version: 1.14.30.51 (beta)
Steps used for confirmation:
Sign in a guest account (second player on dashboard)
Create a new world (only setting changed is creative, multiplayer enabled)
Sign in the second player by pressing the menu button and select the guest account
Disconnect the battery from controller (player) 1
Note: The Controller lost connection dialog is displayed for player 1 (1.14.30.51)
Observed behavior: For player 2, the still active player. Left stick (analog) and right stick (analog) and A (jump), loose all of it's functionality completely in-game and in menu's and inventory.
Expected behavior: Player 2 to be able to continue game play normally with all inputs still functional.
Notes:
Unused controllers time out automatically (and thus disconnect) over time when no input is received.
I could not test this on other platforms that support split-screen, like Nintendo Switch and PS4.
The spinning out of control is possibly caused by "buffered/ non executed" input.
Gamestreaming from Xbox One to mobile devices (android) has been recently introduced. This is enabled on my device (also see OS build).
