Leaves block trees from growing

Leaves within the 5 x 5 area of a Sapling block all tree types form generating This makes farming trees very difficult and brakes tree farms. in all previous versions trees generated through leaves

What I expected to happen was...:

Bonemealing a sapling below a previously harvested tree should grow a new tree (as long as only leaves remain in the area above)

What actually happened was...:

Tree will not grow.

Steps to Reproduce:

1. Plant a sapling
2. Chop the wood of the tree
3. Plant a new sapling
4. Bonemeal
