So recenctly I bought a new phone ( Samsung Galaxy A71 ) and I downloaded Minecraft on it, and when I connected my Xbox account, I had an error saying " There is an error with your account. You will be unable to use the marketplace until we have resolved the issue. If this issue persists for several days please contact support using the help button. "
And in the " Error List: " it says : Error Number -9.
But when I play on my XBox One or W10 version, with the same account, it works fine.

Well it's clearly not an issue with my account because the same account work on the xbox one version and Windows 10 version

I would suggest you contact support in the first instance as the error message suggests. That support site gets you through to Mojang who may be able to check why that error is happening.
It would be very hard for anyone here to verify an issue specific to your account.
