It is in the 1.15.0.14 beta and it is that parrots sometimes get stuck on flight mode, so they will flap their wings and not let you do anything with them.
These parrots are games btw

Had white parrot on my shoulder while wearing netherite armor
Went to sleep in a bed
The parrot remained hovering while I slept
I would expect that, after waking back up, the parrot would remain interactive, follow me, and make further attempts to perch on my shoulder.
Instead, once I woke up, the parrot was flapping its wings while hovering in the position it had been in the moment it left my shoulder upon my sleeping. It cannot be directly interacted with, nor killed. The only way I have found to interact with it is indirectly as it can be pushed using a piston.
For what it’s worth, the space beside my bed is a carpeted 2 wide by 4 tall alcove.
While the bug is active, I am prevented from using portals as though the parrot were still on my shoulder.
Workaround: Save, quit, restart the game.
Experienced this issue on 1.17.40.21.

Survival, hard, cheats off, local single player.
Parrot was perched on shoulder, bed was in corner of house.
Went to sleep.
On awakening parrot was hovering facing the house corner. Could not be killed by sword, punching or enchanted bow. (See screenshots)
Expected result would be parrot sitting on floor or object until picked up after character gets up.
Quitting and restarting reset the parrot to sitting on the floor. It could then be killed by a flaming arrow, as expected.

Got three parrots back to base by using elytra (well I used the elytra not the parrots 😉....), but the red one - THE RED ONE!!!! It just flies upwards and always above your position therefore making it impossible to interact with (Note: The parrot is tamed). Haven't had a blue one spawn yet so cant report on that one..
