Greetings Sir/Mam.
I have seen no phantoms in the last 5 Minecraft Days. My difficult is in normal and i have been AFK Fish Farming for the last 5 minecraft days straight. There was no roof or any type of block or slab over my head.
I think the games mob spawning algorithm is broken or it could be a bug which can be fixed in the future beta or full release.
I'm hoping this problem gets fixed soon

Have you confirmed it affects all 3 of the version numbers you listed or was it a guess? Are you running on the BETA or the release version?
I've not been able to replicate this so you may need to provide more information for a volunteer to investigate the issue. An upload of your world may also be helpful.

Yes it does affect all the 3 versions that i have listed. And i'm not playing in the BETA version currently. I have entered BETA to the check if the same issue is represented or not. I think the problem is with the Mob Spawning algorithm because the Mobile device that i'm playing Minecraft is a low end device.
The mob spawning algorithm, as far as I know, doesn't change between devices, like everything else in the game. Sim distance could affect it in theory but its really hard to confirm your issue based purely off what you've given us.
Are you able to provide a copy of the world files? (ideally after AFK'ing for a few in game days so we could compare the game data before and after loading your world).
Also understanding what your sim distance is in your settings may help as well (but they would come through with your world files.

It looks like your issue is covered by MCPE-43736 which the mods have been unable to repro since 1.11.0.9 but there's a report from someone on switch recently that says they have the same issue.

If you are playing on easy it's likely that the regional difficulty wasn't high enough to spawn phantoms that night.
