Phantoms spawn rules are the same as other monsters: the surface block must be spawnable, and the the block space above the surface block must be at light level 7 or below. So even though phantoms spawn high in the air, they will not spawn where the surface is lit or covered with non-spawnable blocks like glass, leaves, lower slabs, carpet, stairs, fences, buttons, etc.
I have lost track on how many days now without sleep and have not had a phantom spawn in game. Both myself and my husband are playing MP LAN and have not seen a phantom spawn since the 1.11.0.7 update. They spawned almost a ridiculous amount in 1.11.0.5.

As well as checking the doinsomnia and domobspawning rules, are you indoors or under some kind of cover most of the time? Phantoms will only spawn above a player who hasn't slept in 3 days (or longer) and is exposed to the sky. Also, is your difficulty set to normal or hard?
I need to check on the insomnia but mob spawning is on. It is a variation of indoor and outdoor. Difficulty is set to hard.
I have now tested this in 1.11.0.7 and can confirm. After 2 hours real time (6 MC days) and an unknown of prior days that I hadn't slept in the world, the only phantom I saw was the one I summoned to make sure they actually could exist.
I haven't ever seen a phantom spawn on iOS and skeleton horses either spawning or appearing during thunderstorms disappeared in about release 1.1 never to be seen again in the past 2 or more years. Perhaps there is an underlying issue with spawning general.
Am experiencing this at the moment on a 1.14.32.1 BDS server.
Could possibly be due to mob cap being filled, don't really understand the intricacies there.
Phantoms didn't spawn after 6 days awake. I was next to a village, once I moved away from the village 4 spawned but they would not attack. I am on a realm, currently on Xbox bedrock 1.14.30
Phantoms share the same surface density cap with other monsters, which means they cannot spawn if there are 8 other surface-spawned (or dungeon-spawner-spawned) monsters within 4 chunks of whichever chunk they attempt to spawn in.
They also have the same light level requirement as other monsters. Although they spawn high in the air, I believe the light level check goes by the space immediately above the solid block that they spawn over. If that is the case, then they will be blocked from spawning above by the same lighting that blocks monsters from spawning on the ground.
Finally, phantoms also should only be able to spawn over spawnable blocks, which means not over house roofs made of stairs, or lower slabs, glass, leaves, carpet, etc.
With all of these things considered, does anyone still think there is a problem with phantom spawning?

It seems no one has mention death resetting the statistic, other than the player enters bed. This may be the case for some not realising one of the conditions.
Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.
