in the beta update 1.16.0.51, the sheeps are apparently only dropping mutton when killed and not dropping wool, tried using sword with and without fire aspect and the results are same.

No, OcelOtonesie the sheeps are full coat when slain as i already mentioned in the title-- the are not sheared beforehand.
No, Mega_Spud, this one is different, unless it is intended with this new update that the sheep wont drop wool when killed and must use shear on fully coat sheeps to obtain wool from now on.
