Sheeps can't eat tall grass. The game will show the animation of the sheep eating the tall grass but won't regrow the wool nor brake the tall grass. The sheep will eat the grass block if a grass block is below below the tall grass instead of the eating the tall grass.

Tall grass generation will be implemented in 0.9.0, in 0.8.0 you can spawn grass blocks, but by now it is a decorative block. Sheeps eating grass will be implemented in >0.9.0
lease do not assume that the differences in behaviors between the PC, Pocket Edition, XBOX, PS3, or Raspberry Pi editions of Minecraft are bugs.
