Sheep don't appear to regrow wool because they don't appear to be eating grass.
What is expected:
Corral a sheep on grass blocks
Shear sheep
Wait until it eats grass so it can be sheared again
What actually happens:
Corral a sheep on grass block
Shear a sheep
Sheep doesn't eat any grass and stays sheared
