When a command block is set on Alway Active sometimes after exiting and reentering the chunk the command blocks stop executing until they are switched to Need Redstone and then switched again to Always Active

Yes, this problem has existed for a few weeks, but as of today it appears almost to be worse.
Today I setup a "repeat, always on" block with "/testfor @e [type=drowned, r=20]" which fed into a comparator that silences a block with a torch on it, that both interrupts an existing "closed gate" structure block fed by a comparator with an identical "testfor" and activates an "open gate" structure block.
Result? One of the "testfors" worked fine while the other kept stalling. It makes no sense to me at all.
In fact I've been having non-stop issues with repeat/always on blocks stalling, no matter how I use them. I never know if they will work or not. Sometimes they do for a while, then all of a sudden they stop.
Come on Mojang. We can't make maps with this kind of unpredictable instability. Your platform is supposed to be more reliable!
