*Solution to this problem found*
Several users report that their problems with black textures (unless they were underwater or looking through glass) went away when they upgraded their video drivers. If you have the GeForce Experience app, that is probably the easiest and best way. Otherwise, look for the latest driver for your model on the Nvidia web site. (Do not rely on Windows to find the latest drivers; at the time of this writing, it doesn't.)

All blocks textures turned completely black when RTX was turned on, although the rays of the sun are still visible.

I am having the same issue. I made a video of a couple different locations with the rtx settings togged on and then off. The file is to big to post on here though, and i dont want to start a new thread since you already have one going.

Go clean install the latest graphics driver
Edit 1: also reinstall the asset packs from the marketplace if that doesn't help anything

I can confirm this worked for me, the device updater in device manager did not procure the most up to date driver, had to go on the website and download the latest, now it is working beautifully

I had the same issue and resolved it the same way as Tom Blackburn. Once I manually downloaded the NVidia driver update, Minecraft raytracing started working properly and the game looks absolutely gorgeous.
