It was working fine last night and earlier today. It seems like a graphics card problem so I lowered my overclocks but it still happened, and it was working fine at the higher ones earlier. My graphics card is also working fine everywhere else so i think a a game bug. Im currently using the Razzle core RTX resource pack and it seemed to work fine for a while if that matters.
EDIT: I did more experimenting and its happening with all the texture packs
EDIT 2: i went underground so it would not be rendering everything on the surface and when i came back up it was fixed

It seems to be screen space dependend as it removes itself when looked away.
Disabling upscaling does not help and disabling rtx and enabling it again does not help either. I have to restart the game. It takes 5-15 minutes after I start the game to appear.
It also gets worse over time. The longer I keep it running with those glitches, the more of those "hot spots" appear which expand when looked at.

Actually, it really seems to be a hardware fault on my side. If I underclock my memory to -150 mhz below factory default it works fine so... yeah, quality graphics card i have.
