It seems to be screen space dependend as it removes itself when looked away.
Disabling upscaling does not help and disabling rtx and enabling it again does not help either. I have to restart the game. It takes 5-15 minutes after I start the game to appear.
It also gets worse over time. The longer I keep it running with those glitches, the more of those "hot spots" appear which expand when looked at.
Actually, it really seems to be a hardware fault on my side. If I underclock my memory to -150 mhz below factory default it works fine so... yeah, quality graphics card i have.
