I started a play-through of surviving starting in the nether. I thought that piglins wouldn't attack if I made a barrel, but I knew they would attack if I open a chest, (because they are in bastions) but barrels aren't used by the piglins at all, so why would they get mad if I opened a barrel?

According to the Minecraft wiki, Piglins attack when you open a chest, trapped chest, ender chest, barrel, or a shulker box near them.
The wiki does not define what is intended or unintended behavior. It merely describes the state of the game.

However, this issue has been closed as Working as Intended.
Piglins can become aggressive when any chest-like container (barrel, chest, shulker box, ender chest) is opened near them.
