When i place cobblestone in front of blue ice they dissapear, it does stay when i first place cobblestone and blue ice behind it.
Also in the video i duplicated water....
Edit: I checked Player data in the NBT Editor, and blue ice block data was replaced with "minecraft:sand"

I just tested this by placing a cobblestone block in front of a blue ice block and it placed as expected.
Please update your report with more information (Guide: Writing Helpful Bug Reports for Minecraft covers the info we need) with video and/or steps on how to reproduce the problem.
The report will be placed in "Awaiting Response" status, never fear though it will reopen as soon as you comment back with more info.
