Not allowing multiple costom skins on a world

When you join a world or someone joins your world, if you try to change your skin to a costom one, then anyone who had a costom skin on will get that skin on there player. Minecraft is not allowing multiple costom skins on world's, it's only allowing one costom skin per world.
