The creepers are not scared of cats half of the time, occasionally creepers will run from cats but most of the time the creepers walk by the cats and even push them

Same issue. Single player test world as well as Realm. This has been an issue since bedrock came out.
I have just tested this again. Tammed and untamed cats and ocelots seem to be working correctly with creepers now.

I play on iOS, and I believe I have also had this issue. It seems like untamed cats in particular do not scare away creepers, but tamed ones usually do. And I think the same thing happens with ocelots that you haven't gained the trust of, but I haven't tested this specifically yet.
The Minecraft wiki doesn't say anything about the cats needing to be tamed in order to scare creepers, so I don't think this is intended.
