When I use the enchantment table to enchant Netherite tools or armor, I never get anything more than what the table says I would get, even at max level (30). I understand that it can happen sometimes, but I've tried like over 20 times to get something more than the single enchantment that the table says I would get and not a single time did that happen. I've tried it on a Netherite sword multiple times, a Netherite axe multiple times, Netherite boots, Netherite leggings, and a Netherite chest plate - nothing Netherite that I have is getting more than one enchantment when I use the enchantment table on it, no matter how much I try.
