If survival, did you silk touch it with bees in it? If the Hive/nest had no bees in it, it will not magically make new bees, you have to wait until night to silk touch Hive/nest after bees went inside (make sure to use campfire to keep them calm when harvesting Hive or Nest). In Creative, I've had hives with bees and hives without bees, but that is why spawn eggs exist.
