I killed a few pillager captains but None of them got Bad Omen. I don't like to cause attacks on my village, but it adds the action to the game. Can you fix this?

I killed a bunch of captains. Most of them I killed with a sword but none of them got the effect bad omen
The first image is I killed a vindicator with a banner and as you can see it didn't give me a bad omen effect, I actually killed a lot of the captains and I'm just collecting their banners with really sucks.

The second image is I tried cheating and giving myself bad omen effect, then I went to the nearest village to try if it is working, it turns out it didn't.
Early on in my current game in 1.16 I got Bad Omen twice after killing a patrol captain, but twice now I have killed a captain without getting the curse. Maybe it is because I am now using enchanted equips (bow with Flame, sword with Fire Aspect) as @yshao0712 suggests.
It shouldn't make any difference provided the captain is killed by player/tamed wolf action. After all, you still collect the exp and drops, so why should the curse be different?
Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.

I've got the same issue with 2 worlds in a row on my bedrock dedicated server now. Doesn't matter how I kill them, or how many times I kill them. Never get the bad omen effect from killing the pillager captains on my Minecraft Bedrock dedicated server. Previous world was 1.18.x, current world is bedrock v1.19.2.02 for the server, and 1.19.2 for the windows 10 clients.

Game mode is on hard, Cheats are enabled for server OP only, game mode is survival, and using a resource pack on the server to enable '1 player sleep' to skip the night so the entire server doesn't have to sleep to accomplish. (honestly this should just be a toggleable setting in the config file for bedrock and java servers without using a resource pack but it is what it is...)Â
The way you killed them affects the outcome, and separate bug reports have been created for the different scenarios:
MCPE-42852 - Killing it with fireworks explosion;
MCPE-55282 - Killing it with Thorns enchantment;
MCPE-67638 - Killing it by deflecting an arrow with a shield;
