This is very much still an issue. I've had 2 worlds in a row on a bedrock dedicated server that will not give bad omen when killing a pillager captain. Server is currently running on v1.19.2.02 and clients running windows 10 edition v1.19.2.

I've got the same issue with 2 worlds in a row on my bedrock dedicated server now. Doesn't matter how I kill them, or how many times I kill them. Never get the bad omen effect from killing the pillager captains on my Minecraft Bedrock dedicated server. Previous world was 1.18.x, current world is bedrock v1.19.2.02 for the server, and 1.19.2 for the windows 10 clients.

 

Game mode is on hard, Cheats are enabled for server OP only, game mode is survival, and using a resource pack on the server to enable '1 player sleep' to skip the night so the entire server doesn't have to sleep to accomplish. (honestly this should just be a toggleable setting in the config file for bedrock and java servers without using a resource pack but it is what it is...) 

This issue is still very much alive and well in 1.17.30. 

 

I was playing with literally 1 other person on a healthy dedicated server on hard and the nether was completely barren. Not a single mob in the nether at all! Meanwhile the other player was next to tons of sheep and chickens.

Makes no sense why the mob cap for 1 player is altering the cap for everyone else to 0 who aren't even remotely near each other. This is a game breaking bug making there be almost no point to having a dedicated server or realm at all if we can't play with friends without micro managing people. This should be a top priority bug to fix.

1.17.30 they will spawn on top of beds as well. 

Temporary workaround for iron farms is to place glass or glass panes over the beds.

Agree with above. With the inconsistent low cap mob spawn, lack of nether roof build ability, and extreme danger of entering certain farms to retrieve a thrown trident from a trident killer (ie: creeper farms) this really cripples bedrock edition mob farming. Issue happening on my dedicated bedrock SMP server as well.
