I recently ordered a new RTX card (so tested with a not RTX card), and so in anticipation I downloaded the RTX beta client and decided to try running it, just to see what would happen. I found it quite odd that the game set my render distance to 160 chunks by default, which doesn't seem to actually work.
Setting the render distance to 256 does seem to work though. I could report back if I have the same issue with an RTX card. I figured you might want to know about this weird bug, as it might be a random regression issue with my non-RTX card and your changes?
If I change my render distance a few times in one session, it gets permanently stuck at this much shorter render distance, regardless of what I set it to.
CPU : AMD Ryzen 9 3900X
RAM : 64GB DDR4 3200Mhz (4x16GB)
GPU : ZOTAC 1070 Ti
SSD : Samsung 1TB 970 EVO (NVMe M.2)
NVIDIA driver version is 432.00

I found out I had a driver update to version 445.87, I can confirm the issue persists. It also gets set to this short render distance when I load a world, changing the render distance to something else and back temporarily fixes the issue as described above.

+1. I came to report the same. RTX beta 1.15.0.9 as well. No matter what render distance you have set when you saved the world, when you load it, the render distance will be short. Opening the settings menu and changing the render distance slider will fix the issue and apply the render distance.
