Steps to Reproduce:
1.Find a raid captain and pillager.
2.Throw the illager banner pillager doesn't pickup the illager banner.
3.kill the raid captain the raid captain will drop illager banner.
4.pillager will pickup illager banner and it becomes next raid captain.
Observed Results:
If you throw illager banner to pillager,pillager will pickup illager banner and it becomes next raid captain.
Expected Results:
When raid captain is killed,nearby pillager will pickup illager banner and it becomes raid captain.if you throw illager banner pillager will pickup illager banner and becomes raid captain.

I think what you are seeing is that pillagers pick up illager banners and wear them, which makes them look like captains. This does not mean that they become captains. The fact that you do not get the bad omen effect from killing them proves that they are not captains.
I am going to request this report be resolved as “cannot reproduce.” If you feel there is still an issue, you may make a new report or search for an existing report. Please check first if MCPE-74221 covers the problems you are seeing. If you decide to make a new report, please use accurate terms: there are no “raid captains” in Bedrock edition, as that term refers to leaders of raid waves, which is a Java-exclusive feature. I think you mean patrol captains.
