Target Selector "c" Isn't Working Correctly

I was creating a player counter and I did nothing incorrect but the command block is sending a signal. the command block must not do if it's out of range like example @a[c=16] and there's no other player except me. The target does is nearest 16 entities or player will get detected and if it didn't match the command block must not to send a redstone signal and gives an error instead.
I did the same on the older version at "1.14 to 1.15"" and the result is not the same as on 1.16.0.64.

Can't sent attachment directly:

Its unclear what you are trying to do here, or what you believe the issue to be.

You also appear to have a bunch of behaviour/texture packs active which would invalidate any testing.

The count argument is only supposed to limit the number of returns. It does not only return when that exact number is reached. I tested the command shown in your screenshots and it returns exactly the same way in 1.14.

@a is all players and c=16 limits it to 16 returns. Because you are a player, its returning you which is triggering the output.
