[MCPE-82050] Untamed wolves can not be attached to leads

If you attempt to put a lead on an untamed wolf it won't work. Only tamed wolves can be leashed.

Steps to Reproduce:

Spawn an untamed wolf
Attempt to attach a lead to the wolf

Observed Results:
The wolf cannot be leashed.

Expected Results:
The wolf should be able to be leashed.

Untamed cats can be leashed now in a beta fix I think. I'm really hoping untamed wolves and ocelots can be leashed too! Currently in 1.18.2 I am unable to do so.
