When I place blocks black lines appear in the middle of them. I don't know if this is a bug.

Do you mean the black lines around the block you are pointing at? That’s “outline selection.” You can turn It on or off in video settings.
If you mean the brown and block dots going along the edges of all of the white concrete blocks, I cannot reproduce that using default textures.
Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.

It looks like you are using a texture pack. Does this occur with the default textures?
