Villagers stuck at level 2

On a Realm survival world, I am unable to level villagers past level 2.

I had four level 1 villagers (3 shepherds, 1 librarian) that had been traded with but were still level 1 prior to updating to 1.16.0.  I was able to successfully level them to level 2 but when I tried to level them to level 3, after their XP bar was filled, it emptied without a level increase and with no new unlocked trades.

I also had a level 2 librarian that I tried to level to level 3 that exhibited the same behavior.  I have attached screenshots.  You can see the trade processed (+1 lantern, -1 emerald) but the villager XP was reset and excess XP applied but level remains at 2 and no level 3 trades are unlocked.

Unfortunately, I was not able to replicate this using creative mode so I am not certain what conditions are needed to cause this issue.

I am experiencing the same issue.

I have level 2 Librarians that I wanted to get to level 3 to unlock a new enchanting book. I decided to buy some lanterns and when I filled the experince bar to move to level 3 the bar emptied but the Librarian was still level 2.

I am running the nether update V1.1.6.0 on Windows 10 and these villagers were created during the previous patch. 

I have attached image-2020-06-24-00-18-48-777.png. In the screenshot you can see I have the level 2 trade for lanterns X outbut my villager has barley any experience.

I have 11 toolsmiths on a single player world (Windows 10) who were un-traded with prior to 1.16. I have just traded each up to lvl 2, then again to lvl 3, only for them to still be at level 2 when the bar filled and then emptied.

 

Another player on my realm reports that she did not experience this problem, trading with the same villagers and that they properly leveled for her. We're both running Windows 10, 1.16.0 so I'm not sure why we're experiencing different behavior.

I have been having this issue on minecraft IOS.

Still expriencing it at 1.16.1 on Android 10

Not checked all villagers but I have an armorer who hadn't reached max level, but the max level item is available for unlock (screenshot attached to the call <maxlevel.gif>)

After I complete the level 2 trades, the bar empties and starts level 2 trades over. After one or two more trades, I suddenly go to level 3 even though it doesn't appear that I've completed level 2 trades again. This has happened with a farmer and a fisherman.

Still having this same issue on PS4. Level 2 Cartographer won't go up to level 3 despite me filling the xp bar several times. I've even waited days in between attempts but his level won't go up no matter how many times I fill the bar and the level 3 trades remain locked.

This issue is strictly related to villager level and not related to trading itself, neither in terms of temporary trade lockouts or supply/demand price adjustment.
