Do you have maxed the conduit? The conduit looks a bit different when you maxed it. To max it, you need to build it like this: https://gamepedia.cursecdn.com/minecraft_gamepedia/a/a3/Conduit_block_placement.png?version=8274f358f85d435533e86e12276690b5. Then it should attack mobs.
