[MCPE-86074] Netherite items and debris can burn in fire and lava

Steps to Reproduce:

Get some netherite items and/or debris
throw them in lava or fire

Observed Results:
the items burn

Expected Results:
the items are immune to fire damaga so they shouldn't burn
