Confirmed on multiplayer & singleplayer. In beta 11, 12 or 13 it was increased. And when you are in creative, and you are in the sky, you are teleported few blocks above the ground.
On beta 14, when you are flying and on the sky, you don't teleport down and when you are walking, reloaded the world, the teleportation was decreased.
