The glitch happened when I was mining for netherite and I came across a block that, when I stand on it, it moves the camera up one block. It still happens after restarting minecraft so the issue remains with Mojang. When I destroy the block the glitch moves down as well. It has not gone away and I have never seen this any where besides that strip mine in the nether.

Is there, by chance, a lava source block anywhere nearby? I've had a weird thing like this happen near water source blocks. You don't have to be touching the water/lava, just near it. I believe it's changing the camera's FOV, not actually moving it.
