Workaround
This resource pack gives red stained glass the same breaking particles as other glasses by adjusting the texture's alpha layer color input black level (~ opacity?) to match other glasses:

Affects 1.16.20. These incorrect particles can also be seen when running on top of red stained glass.
Caused by two things:
MCPE-56842: partially transparent particles don't work properly, they only show up for parts of the texture greater than 50% opaque.
MC-176824: red stained glass is the most opaquely textured glass. This affects bedrock edition too.
Just tested this on iOS, can confirm.
