and when i go thought i end up at 1804 xx 61. this is the second portal I've tried to make and they end up at the wrong place. not sure what changes were made to portal creation...

Did you create the portal in the overworld at 1712 xx 19 or are you expecting the game to create it for you? There is no guarantee the game will create the portal at the exact corresponding coordinates.

The game will create the portal at the exact corresponding coordinates (which would be 1712 xx 16) if it can, but not if there is already a portal within 128 blocks of that position. I'm betting you had a portal at 1804 xx 61 before you went to the nether. If so, there are two ways to solve this problem:

  1. Create the Overworld portal at 1712 xx 19 yourself before going to the Nether. The game will then find 2 Overworld portals within 128 blocks and will prefer the one closest to the calculated coordinates.

  2. Temporarily break the portal at 1804 xx 61 before going to the Nether. Assuming there's no other portal within 128 blocks, entering the Nether-side portal will fail to find the broken portal and will therefore create one at the calculated coordinates (or as close as it can if obstructed). You can then repair the broken portal and there won't be any problem because the newly created portal will be closest to the calculated coordinates.
