On the Bedrock Edition when drowning without protection armor, it works normally & you drown at a rate of about 1 heart per second. But with protection enchanted armor, it affects the incoming damage you take. I was underwater in protection 4 Netherite armor & when my character began drowning, it took reduced drowning damage. I don't know if it affects the other armor sets, but it at least affects Netherite armor.

Pretty sure this is intended. The enchantment is supposed to protect you from everything except the void, /kill, and hunger. Note that it does not protect you from status effects or suffocation; see MCPE-92883.
