Villigers will not farm or get new professions

Can confirm on 1.16.10 Win10. I have been in 3 villages, with all failed attempts of getting a librarian with Mending. I have attached a video (sorry for low quality), and none of the villagers around the workbench got their profession.
By the way, this issue was already mentioned: MCPE-94618
