I can stand outside all night and maybe see one mob at all, with the exception of phantoms which spawn correctly. I can't hardly find any creepers, zombies, witches, spiders, or skeletons.
I'm not sure how to replicate it on a different world, but I would like to attach my savegame so you can take a look, but it is over 300mb and it won't let me upload it b/c it is too big.

Cleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. In general this is usually caused by a mob crammer or something similar in the area.
Bedrock has a global mob cap of 200 mobs, this includes most hostile mobs and some passive ones. A chicken cooker for example was the most recent cause of this issue over in the BDS project.
One way to test it is to make a copy of the world. Turn on cheats and run the command /kill @e. If mobs begin to spawn after that then the issue is with too many mobs in one area. (Make sure to do this on a backup of your world so you don't lose all your entities)
If you want to share your world for us to check, the best way is to upload it to a file sharing/storage service and commenting with the public link to your files.
